Lawyers
David L. Terzian is particularly well-prepared to handle your vaccine
injury case. Before joining Rawls & McNelis, Mr. Terzian served as Senior
Trial Counsel at the United States Department of Justice. While there, he
either tried or settled more than 175 vaccine injury cases. That kind of
unique experience gives Mr. Terzian the expertise to file and pursue your
or your child's vaccine injury case in an expeditious, efficient, and zealous
manner. He has been in practice for over 30 years. In addition to his work
at the Justice Department, his career has consistently involved medical-legal
issues. Mr. Terzian is admitted to practice in the United States Court of
Federal Claims in Washington, D.C., where vaccine cases are filed and decided.
Edward J. McNelis, III graduated cum laude in 1986 from the Pennsylvania State
University with a B.S. in accounting. Mr. McNelis attended college on a four-year,
Army R.O.T.C. scholarship and he was commissioned as a second lieutenant in
the United States Army upon graduation.
Mr. McNelis received his J.D. in 1989 from the College of William & Mary.
He graduated in the top third of his class and was a finalist in the 1989 Cardozo
National Moot Court competition in New York. To fulfill his service obligation,
Mr. McNelis attended the Army Judge Advocate General’s Officer Basic
Course where he graduated 6th in a class of 121 lawyers. As a JAG officer,
he initially served as a prosecutor with the 3rd Infantry Division in Germany,
where he tried over 40 felony cases to verdict.
In 1993, he was promoted to Chief, Affirmative Tort Claims in D.C., where
he managed the litigation of all tort claims filed by the Army. Mr. McNelis
was an associate and then a principal with the Richmond law firm of Wright,
Robinson, Osthimer & Tatum from 1994 until 1999, where he specialized in
cases involving physicians, dentists, and other health care providers.
Mr. McNelis has tried to verdict over 35 civil cases. He joined the firm in
March of 1999 and continues to specialize in cases involving health care providers.
Mr. McNelis is a member of the Virginia Association of Defense Attorneys, the
Defense Research Institute, the Pennsylvania Bar Association, the West Virginia
Bar Association, and the American Legion.
Elizabeth M. Muldowney graduated from Virginia Commonwealth University in
1994 with a bachelor of arts degree in English. She received her J.D. from
Widener University School of Law in 2000, where she graduated cum laude and
was a staff writer for the Law Review “The Delaware Journal of Corporate
Law.” She was admitted to the Virginia State Bar in 2001. After
law school, Ms. Muldowney began working as an Assistant City Attorney in the
City Attorney’s office in Winchester, Virginia, in 2001 and was appointed
City Attorney in 2003. She joined Rawls & McNelis in 2006. She is a member
of the Virginia Bar Association and the Virginia Women Attorneys Association.
Paralegals
Wendy I. Jenvey graduated cum laude from Medical College of Virginia with
a bachelor’s degree in nursing. She has been practicing as a registered
nurse for over 20 years. She has worked at Medical College of Virginia Hospital,
McGuire VA Medical Center, and Henrico Doctor’s Hospital in the fields
of critical care, step-down telemetry, cardiac catheterization lab, pulmonary
and critical care research, vascular surgery research, cardiothoracic surgery
research, plastic surgery wound healing research, and pediatric pulmonary research.
Along with her nursing career she has been an independent Legal Nurse Consultant
for over 18 years, consulting medical malpractice cases and testifying as an
expert nurse witness for both plaintiff and defense firms throughout Virginia.
She started with Rawls & McNelis as an in-house Legal Nurse Consultant
in April 2006.
In addition to those mentioned here, the other Rawls & McNelis lawyers
and paralegals have over 90 years of collective experience. Our firm focuses
